Providing for the construction, financing and long term use of a ballpark primarily as a venue for major league baseball; requiring location of the ballpark in the city of Minneapolis at a certain development area site; establishing the Minnesota ballpark authority to oversee the design, construction, operation, maintenance and improvement of the ballpark and related facilities, requiring and providing for governance of the authority by a commission, specifying certain commission membership requirements; specifying certain powers of the authority, authorizing certain contracts; exempting real and personal property of the ballpark from the property tax, subjecting the properties to local special assessments; exempting the acquisition and betterment of the ballpark from metropolitan council review and business subsidy requirements; regulating certain local government actions; imposing certain criteria and conditions on development of the ballpark; specifying certain contribution requirements of the team using the ballpark; specifying certain capital improvements reserve fund and authority and team long term lease or use agreement requirements; specifying certain breach or default notice requirements of the team and certain financial commitment requirements for design, construction, furnishing and equipping of the ballpark; requiring and providing for a community ownership option; requiring compliance with certain environmental requirements; requiring authority access to financial books and records of the team and affordable access to professional sporting events at the ballpark; requiring the prevention of labor strikes or lockouts impeding construction; specifying certain youth activity and amateur sporting and name retention requirements; specifying certain authorized activities of Hennepin county, authorizing certain grants and specifying certain limits, granting the county certain revenue bond issuance and sales and use tax imposition and use authority; specifying certain land conveyance responsibilities of the Hennepin county regional railroad authority and the city of Minneapolis; requiring the city of Minneapolis to issue intoxicating liquor licenses requested for the ballpark premises; exempting sales of admissions to baseball events at the ballpark from local sales taxes and restricting the imposition of certain new or additional local taxes; expanding the definition of public official for ethics purposes to members of the ballpark authority; exempting building materials, supplies and equipment used in the construction or improvement of the ballpark and public infrastructure from the sales tax; repealing the existing statutory provisions providing for construction of a new baseball park in the metropolitan area
