Providing for the collection and recycling or reuse of household video display devices; defining certain terms; establishing a registration program under the office of environmental assistance and specifying certain labeling and certification requirements for the sale of new household video display devices, specifying certain registration and fee requirements and certain duties of the OEA, authorizing certain contracts, requiring certain registration information on the office web site; specifying certain registrant annual reporting requirements and certain requirements for participation in intermediate consolidation point programs, providing for establishment of the programs and for the payment of costs, prohibiting local government units from requiring households to use the consolidation points for recycling to the exclusion of other available programs; specifying certain requirements for purchases by state agencies, regulating contracts and specifying certain duties of the commissioner of administration; rules adopted by the federal environmental protection agency (EPA) under the resource conservation and recovery act relating to the handling, storage or treatment of cathode ray tube or video display devices to supersede rules adopted by the OEA or the pollution control agency (PCA); providing for enforcement of the requirements, requirements to expire upon enactment of a federal law establishing a program for the collection and recycling or reuse of video display devices
