Appropriating money to the commissioner of finance for salary supplements for employees and officers in the executive branch and to employees of the Minnesota historical society or the Minnesota state colleges and universities, excluding elected officials and MnSCU faculty members; requiring authorization of the increases by current law or approved collective bargaining agreements; requiring the commissioner of employee relations (DOER) by a certain date to estimate the increases covered and to certify the amounts necessary and specifying certain transfer and reporting duties of the commissioner of finance
