Providing for general education access grants for certain eligible students enrolling in elementary or secondary schools in special school district #1, Minneapolis or independent school district #625, St. Paul accredited by agencies recognized by the nonpublic education council or the commissioner of education to assist with the cost of attendance, specifying certain student eligibility requirements; requiring and providing for commissioner approval of applications for the grants, specifying certain limits; requiring and providing for periodic payment of the grants to the parents or guardians of the eligible students; requiring students receiving grants to participate in the statewide testing and reporting system; requiring the commissioner to offer informal conferences to applicants and recipients adversely affected by agency action for dispute resolution purposes; prescribing the access grant pupil units formula and providing for access grant adjustment aid; expanding a certain standing appropriation to the commissioner for general education aid to general education access grants
