Relating to gambling; requiring and providing for the director of the state lottery to lease a facility within the main terminal of the Minneapolis-St. Paul international airport for the operation of a state operated casino, prohibiting the metropolitan airports commission (MAC) from unreasonably refusing to lease space in the main terminal for the casino; requiring the director to determine the types of gambling to be conducted at the casino and to establish game procedures; authorizing contracts with private vendors for goods and services; providing for appointment of personnel to operate the casino, defining employee for licensing purposes, requiring the director to prescribe the occupations requiring licensing and licensing category fees, specifying certain license application requirements and director applicant investigation requirements and options, granting the director access to criminal history data compiled by the division of alcohol and gambling enforcement in the department of public safety; specifying license validity; authorizing director suspension or revocation of or refusal to renew licenses under certain conditions; regulating prize awards; prohibiting play by minors and specifying certain airline ticket possession requirements; exempting the casino from certain lottery operations requirements; requiring the director to establish a casino operations account in the lottery fund to pay the costs of operating the casino; prohibiting recovery actions for money lost in casino gambling and exempting participation in the state operated casino from the definition of bets for gambling crimes purposes; appropriating money to the director for capital, acquisition and initial operating costs of the casino, requiring repayment within a certain amount of time following the first date of operation of the casino
