Relating to health; expanding the Minnesota adverse health care events report act to include facility acquired infection rates, defining facility acquired infection and specifying certain data collection and reporting requirements; imposing a surcharge on commercial feeds sold containing antibiotics, requiring the deposit of proceeds in the antibiotics account in the agricultural fund and appropriation of a portion of money in the account to the commissioner of health to administer the facility acquired infection reporting requirements, remaining money to be appropriated to the commissioner of agriculture to monitor antibiotic resistance and to support on farm demonstrations of alternatives to antibiotics for growth promotion; prohibiting the nontherapeutic use of animal feeds containing certain antibiotics after certain dates, defining nontherapeutic use; appropriating money to the commissioner of health for adverse health care events reporting responsibilities
