1E Clarifying the policy of the state relating to minimizing energy use through the use of renewable fuels; requiring the state to reduce the use of gasoline and petroleum based diesel fuels in state owned motor vehicles by certain percentages by certain future dates and specifying certain cleaner fuel use requirements of state departments in procurements of motor vehicles; requiring the commissioner of administration to chair a smartfleet committee of representatives designated by the commissioners of the pollution control agency (PCA) and of the departments of agriculture and commerce and other departments wishing to participate to ensure effective and efficient state participation, specifying certain duties of the committee and providing for certain reports to the governor and legislature; requiring the commissioner of administration to implement a fleet reporting and information management system; excluding from the evaluation requirements certain vehicles retrofitted to use ultra low sulfur diesel fuel with additional emissions control technologies
