1.1                                         A bill for an act
1.2      relating to gambling; appropriating money for compulsive gambling prevention 
1.3     and education.
1.4      BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5          Section 1. APPROPRIATION.
1.6      $25,000 in fiscal year 2006 and $150,000 in fiscal year 2007 are appropriated from 
1.7     the lottery prize fund to the commissioner of human services for a grant to the Northstar 
1.8     Problem Gambling Alliance, located in Arlington, Minnesota.  The Northstar Problem 
1.9     Gambling Alliance must provide services to increase public awareness of problem 
1.10    gambling, education and training for individuals and organizations providing effective 
1.11    treatment services to problem gamblers and their families, and research relating to 
1.12    problem gambling.  Of this appropriation, $75,000 in fiscal year 2007 is contingent on the 
1.13    contribution of nonstate matching funds. Matching funds may be either cash or qualifying 
1.14    in-kind contributions. The commissioner of finance may disburse the state portion of the 
1.15    matching funds in increments of $37,500 upon receipt of a commitment for an equal 
1.16    amount of matching nonstate funds. These are onetime appropriations.

1.17        Sec. 2. EFFECTIVE DATE.
1.18    Section 1 is effective the day following final enactment.
