"Positive Alternatives Act"; requiring and providing for commissioner of health grants to agencies or organizations for reasonable expenses of programs providing information on, referral to and assistance in securing services encouraging and assisting women in carrying pregnancies to term; specifying certain grant eligibility requirements, inseverability clause; requiring the commissioner to develop and carry out a statewide public information campaign to educate the public on certain issues relating to alternatives to abortion, prenatal care, the availability of adoption services and parenting and support services, specifying certain allowable materials for information dissemination purposes; appropriating money to the commissioner for the grants and for the information campaign; requiring the commissioner to monitor and review the programs of the grantees to ensure careful adherence to the purposes and requirements of the grant program; severability clause; granting the supreme court original jurisdiction over actions challenging the constitutionality of the provisions
