SF 907 Senate Long Description
Relating the early childhood education; establishing the Minnesota early learning foundation as a public private partnership to identify cost effective ways to deliver quality early care and education experiences and parent education for families with children at risk of school unpreparedness; requiring the partnership to develop infrastructure supports and accountability measures to increase quality of early care and education settings and to build community capacity for school readiness, requiring evaluation of the resulting benefits and long term savings and the effectiveness of strategies for increasing readiness for school at the kindergarten level; requiring and providing for governance of the foundation by a board of public and private citizens, requiring governor appointment of the public members; requiring a review and planning advisory committee to provide knowledgeable counsel and advice to the executive director and board for policies and procedures development purposes and requiring review of cost effective strategies for strengthening early care and education capabilities in the state, specifying certain committee membership requirements; requiring the foundation to match appropriations from the state with nonpublic money for the awarding of grants for certain pilot projects, scholarships to low income families and strategies to improve early care and education; appropriating money to the commissioner of education for the foundation
