1E Establishing a Minnesota humanities commission to establish a humanities center to ensure balance in public education and in the cultural life of the state and to improve humanities education through the establishment of the Minnesota institutes for lifelong learning and for the advancement of teaching; authorizing the center to transport people and resources to small towns, rural communities and urban settings to provide grants, technical assistance and high quality educational and cultural programs to schools and community organizations throughout the state; authorizing the institute for the advancement of teaching to conduct seminars and other activities for the recognition of the teaching profession and the advancement of teaching; requiring annual commission reports to the legislature on the use of state funds appropriated to the commission, specifying certain report content requirements; establishing the position of state poet laureate, requiring the Minnesota humanities commissioin to solicit nominations and make recommendations for appointment by the governor, requiring expenses of the poet laureate to be paid from nonstate sources
