Relating to the organization, operation and financing of state government, appropriating money for the general legislative and administrative expenses of the legislature, constitutional officers and certain state agencies; appropriating money to the legislature, to the legislative coordinating commission (LCC), to the governor and lieutenant governor, to the state auditor, to the attorney general, to the secretary of state, to the state campaign finance and public disclosure, investment, capitol area architectural and planning (CAAPB) and lawful gambling boards, to the departments of administration, finance, employee relations (DOER), revenue and military and veterans affairs, to the veterans of foreign wars, to the military order of the purple heart, to the disabled American veterans, to the amateur sports and racing commissions, to the black Minnesotans, Chicano-Latino and Indian affairs and Asian-Pacific Minnesotans councils, to the office of administrative hearings, to the state lottery and to the Minnesota state retirement system (MSRS), to the Minneapolis employees retirement fund (MERF) and as state aid to the first class cities teachers retirement fund associations (TRA) and for the general contingent accounts; providing for the payment of tort claims
