1E Relating to health; establishing the health information technology and infrastructure advisory committee to advise the commissioner of health on certain health information technology and infrastructure issues, specifying certain membership requirements and requiring commissioner annual progress reports, sunset; authorizing the use of rural hospital planning and transition and capital improvement grants to establish electronic health records systems, grant applications priority requirement; modifying the community clinic grant program, modifying the definition of eligible community clinic and the grant award process, requiring applications to contain a process for documenting and evaluating results of the grants and authorizing use for electronic health records systems and to build new clinics or expand existing facilities, modifying certain priority requirements; repealing the rural community health center program
