1E Requiring the commissioner of human services to increase nursing facility, intermediate care facility for mentally retarded (ICF/MR) and community services provider medical assistance (MA) payment rates, requiring use to increase wages and benefits for certain employees and to increase the number of staff; specifying certain application and approved distribution plan availability requirements and certain audit requirements of the commissioner; authorizing the commissioner to authorize nursing facilities to raise per diem rates for private pay residents; requiring the commissioner to appoint a nursing facility health insurance task force, specifying certain membership representation requirements and duties; requiring nursing facility annual reporting of certain statistical and cost information to the commissioner, authorizing commissioner reduction or withholding of payments for failure to comply; requiring an increase in the required minimum nursing hours in licensed nursing facilities, specifying certain minimum staffing ratio requirements and requiring adjustment to meet higher care needs; requiring the commissioner of health to review the content of the current curriculum for the training of nursing assistants and home health aides for skills, job satisfaction and motivation improvement purposes, requiring the commissioner by a certain date to submit recommendations for updating the curriculum to the legislature; requiring the commissioner of human services in consultation and coordination with the commissioner of health to create a long term care task force to develop a plan to reduce nursing facility bed capacity, requiring a commissioner report to the legislature by a certain date
