Requiring counties with airports to establish land use commissions by a certain date, exception; specifying commission membership and meeting requirements and powers and duties; requiring the commissioner of transportation (DOT) to develop and implement a program to provide training and development in and to establish standards for airport land use planning, specifying certain program content requirements; requiring the commissions to adopt or amend comprehensive airport land use plans to provide for the orderly growth of the airports and surrounding areas while safeguarding public safety, health and welfare, requiring basis on a long range master or airport layout plan to be determined by the commissioner and requiring copies to the commissioner; requiring and providing for review and approval by the commissions of local actions, regulations and permits within airport vicinities before adoption of land use plans, prescribing certain alternative review and approval procedures; creating a temporary task force to study and make recommendations to the legislature and governor by a certain date relating to implementation of the requirements, specifying certain task force membership requirements
