ARTICLE 1 - LICENSE PLATES

Providing for the issuance of special support our troops motor vehicle license plates to owners of passenger automobiles, pickup trucks, recreational vehicles or motorcycles, specifying certain nonrefundable contribution and fee requirements; requiring the adjutant general and the commissioner of veterans affairs to design the special plates subject to the approval of the commissioner of public safety; authorizing transfer of the plates to another vehicle, fee; specifying certain commissioner recordkeeping requirements; establishing the Minnesota support our troops account for deposit of contributions, requiring crediting of fees received to the vehicle services operating account in the special revenue fund; appropriating money in the support our troops account to the adjutant general for grants to alleviate financial hardships of certain eligible members of the national guard or military reserve or active duty units and certain family members, specifying a grant limit; requiring annual adjutant general reports to the legislature on the number, amounts and use of the grants

ARTICLE 2 - NATIONAL GUARD FUNDING

Appropriating money to the adjutant general to provide the additional amount necessary for full funding of the tuition reimbursement program and for reenlistment bonuses

ARTICLE 3 - BONDING

Appropriating money to the commissioner of administration for the construction of a world war II veterans memorial on the state capitol mall, subjecting the design to approval by the capitol area architectural and planning board (CAAPB); appropriating money to the veterans homes board for the maintenance and improvement of veterans homes; authorizing the issuance of state bonds

ARTICLE 4 - INCOME TAX

Providing certain income tax benefits for active military service
