Modifying certain provisions governing local government referenda bond and levy ballot questions; requiring city and county elections on the questions to be held at the time of the municipal or county general election and school district questions relating to bonding to be held at the school district general election; requiring principal campaign committees disbursing more than a certain amount of money to promote or defeat a ballot question involving bonding or levies by counties, cities or school districts to file financial reports containing certain information; prohibiting counties, cities or school districts from using public funds to prepare or disseminate material relating to the passage of bonding or levy ballot questions and regulating preparation and dissemination of the material and the holding of meetings on the questions; requiring ballot questions on the imposition of local sales taxes or on bonding to contain certain information; modifying certain ballot question notice requirements of school districts
