Relating to telecommunications; modifying certain requirements for the granting of additional cable communications franchises by counties, cities or towns; requiring additional franchises to ensure receipt by subscribers of local public, educational and governmental access and local origination channels within the additional franchise area; requiring existing franchise providers to permit additional franchise providers to connect with provided local public, educational and governmental access and local origination channel feeds and with programming on the channels, requiring a negotiated agreement or county, city or town adoption of a resolution specifying the requirements; specifying certain cost and financial contribution responsibilities of additional franchise providers; requiring additional franchise provider adjustments to comply with new public, educational and governmental access and local origination obligations imposed by franchise renewals; prohibiting county, city or town imposition of obligations on additional franchise providers exceeding obligations imposed on existing providers
