Expanding the definition of designated offense under the criminal forfeiture law to crimes involving the solicitation of children to engage in sexual contact and the possession of pornographic work involving minors; subjecting computers and related property used to commit or facilitate the commission of a designated offense to criminal forfeiture, exception; authorizing agencies seizing and returning the property to the owners to charge the owners for the cost of separating contraband from the computers or other property returned, exempting property owners not involved with the crime under certain conditions
