Abolishing the state lottery; prohibiting the director of the state lottery from entering into new retailer or procurement contracts and lottery retailers from selling lottery tickets after a certain date; requiring the commissioner of administration to assist with the placement, transfer and assignment of state lottery employees to other state agencies; requiring transfer of money in the state lottery fund to the state treasury for the settlement of lottery accounts; requiring the commissioner of finance after settlement of accounts to report to the governor and legislature on the balance remaining of money transferred, requiring crediting of a certain percentage of the net proceeds to the environment and natural resources trust fund
