2E Authorizing the metropolitan airports commission (MAC) to reduce the number of annual taxicab permits issued at the Minneapolis-St. Paul international airport upon determination of the public interest, establishing a priority order for reducing the number of permits, specifying certain factors to be considered in determining the public interest and regulating permit transfers; removing the requirement for the metropolitan council to adopt a separate long range comprehensive policy plan for airports and certain requirements to consult and plan with the metropolitan airports commission, including airport and aviation planning in the transportation policy plan of the council; expanding the content requirements for the nontransit element of the transportation chapter of the development guide to a long range assessment of air transportation trends and factors affecting airport development and policies and strategies ensuring a comprehensive, coordinated and timely investigation and evaluation of development alternatives, requiring consultation with MAC and cities with or adjacent airports
