A bill for an act
relating to natural resources; providing for exemption
of collector watercraft from licensing requirements;
amending Minnesota Statutes 2004, sections 86B.005, by
adding a subdivision; 86B.301, subdivision 1, by
adding a subdivision; repealing Minnesota Statutes
2004, section 86B.401, subdivision 13.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 86B.005, is
amended by adding a subdivision to read:

new text begin "Collector watercraft"
means a watercraft that is 25 years old or older, was originally
produced as a separate identifiable make by a manufacturer, and
is owned and operated solely as a collector's item.

Sec. 2.

Minnesota Statutes 2004, section 86B.301,
subdivision 1, is amended to read:

Subdivision 1.

Requirement.

Except as provided in
subdivisions 2 deleted text begin and 3 deleted text end new text begin to 4 new text end , a person may not operate or give
permission for the operation of a watercraft that requires a
watercraft license on the waters of this state unless:

(1) a watercraft license for the watercraft has been issued
and is valid during the period of operation;

(2) the license number is affixed to the watercraft as
prescribed by the commissioner; and

(3) a valid registration sticker is affixed to the
watercraft as prescribed by the commissioner.

Sec. 3.

Minnesota Statutes 2004, section 86B.301, is
amended by adding a subdivision to read:

new text begin The commissioner may
issue a special permit to a person or organization to operate or
transport a collector watercraft without a license or
registration sticker in parades or organized group outings, such
as races, rallies, and other promotional events and for up to
ten days each year for personal transportation. The
commissioner may impose a reasonable restriction on a permittee
and may revoke, amend, suspend, or modify a permit for cause.
