Modifying certain public safety radio communication system provisions; expanding and making permanent the sales and use tax exemption for system products and services; expanding the definition of subsystems; authorizing the use of public safety radio communication system revenue bonds to provide money for assistance to local government units for a certain percentage of the cost of building subsystems in the southeast or central districts of the state patrol, providing for issuance by the metropolitan council and appropriating the proceeds to the commissioner of public safety for assistance to local government units, prohibiting use to finance portable or subscriber radio sets
