1E Revisor's bill; correcting erroneous, ambiguous and omitted text and obsolete references; eliminating certain redundant, conflicting and superseded provisions

ARTICLE 1 - GENERAL

Making miscellaneous technical corrections to statutes and other laws relating to the St. Paul landmark authority courts building reference, to lobbyist principal reports, to the classification of certain government data, to certain no longer existing state agencies, to certain expired reporting requirements, to certain obsolete terms, to financial institutions credit extension rates, to the insurance joint underwriting association, to small employer health carriers reinsurance association participation, to real estate brokers or salespersons license renewals, to snowmobile metal traction devices prohibition, to Forestville mystery cave state park, to the sale of state forest lands, to the remediation fund, to child care improvement grants, to school graduation incentives programs, to cosmetology, to the expiration date of the Mississippi River parkway commission, to service of motor vehicle deputy registrars, to slow moving vehicles, to motor vehicle flashing warning lights, to provisional drivers licenses, to driving privileges, to fair labor standards, to public utility actions to recover penalties, to the telephone company alternative regulation plan, to cable communications systems, to oxygenated gasoline sales, to inmates supervised release terms, to the development of local adult mental health services, to Indian welfare grants, to certain sex offender program rules, to medical assistance (MA) eligibility and covered home health services, to seniors agenda for independent living (SAIL) projects, to the region 10 alternative licensing system under medical assistance, to nursing facility reimbursement rates, to coverage under the unitary residence and financial responsibility act, to the MinnesotaCare program, to children's mental health grants, to juvenile petty offenses, to the contents of property tax statements, to the franchise tax operating loss deduction, to the state patrol, to the state fire marshal, to partnerships, to mortgage foreclosures, to uniform commercial code (UCC) fund transfers, to animal cruelty, to the western Lake Superior sanitary district, to economic development authorities, to the metropolitan landfill contingency action trust account, to livestock liens, to common interest community disclosure statements, to intestate succession under the uniform probate code and to peace officer training; correcting certain effective and expiration dates; providing for the effect of certain amendments; repealing certain obsolete, redundant or conflicting provisions relating to dry cleaner registration fee adjustments, to metropolitan council boundaries, to national guard members tuition reimbursement grants, to pharmacy copayments and to rules of the department of veterans affairs and the peace officer standards and training board (POST)

ARTICLE 2 - OBSOLETE CONSTABLE AND MARSHAL PROVISIONS

Replacing obsolete references to constables and marshals; specifying certain reference change or deletion instructions to the revisor of statutes; repealing certain obsolete provisions relating to peace officer powers

ARTICLE 3 - UPDATING AND CONFORMING FINES

Implementing a certain prior instruction to the revisor of statutes to correct certain statutory penalty provisions for two tiered penalty consistency purposes; making conforming amendments to certain provisions relating to agriculture, to fraternal benefit societies, to prevailing wages, to the department of education, to the board of regents of the university of Minnesota, to marijuana possession, to cosmetology, to pedestrian right-of-way, to the department of transportation (DOT), to canvas sales, to transient merchants, to the improper use of certain military insignias, to attorneys, to acrobatic exhibitions, to animal registration certificates, to extradition and to attendance at criminal trials

ARTCLE 4 - GUARDIANSHIP AND CONSERVATORSHIP

Removing obsolete concepts from statutes relating to guardianships and conservatorships and correcting obsolete cross references to statutory provisions and rules

ARTICLE 5 - RETIREMENT PROVISIONS

Modifying the definition of public employee to include employees of the Dakota county agricultural society under the public employees retirement association; correcting certain references in certain provisions relating to public hospital employees under PERA and to lump sum postretirement payment conversion; specifying certain reference replacement instructions to the revisor of statutes; repealing a certain conflicting provision relating to Dakota county agricultural society employees
