Relating to the organization, operation and financing of state government; appropriating money to the legislative commission on Minnesota resources for administrative expenses and for the environment and natural resources trust fund citizen advisory committee and to the commissioners of natural resources (DNR), agriculture and commerce, to the university of Minnesota, to the board of water and soil resources (BOWSR) and to the commissioner of the pollution control agency (PCA) for certain environment and natural resources projects approved by the LCMR relating to wildlife habitat, scientific and natural areas, prairie stewardship, forest development and protection, invasive species control, parks and recreation areas, trails, shooting ranges, water quality and management, feedlot runoff treatment, floodwater retention, soil surveys, energy resources and environmental education; specifying certain data availability, project, match, recycled materials purchase, energy conservation and accessibility requirements and certain payment conditions; specifying certain annual reporting requirements of recipients of appropriations from the environment and natural resources trust fund used to acquire interest in real property; correcting the purpose of a certain prior appropriation to the university of Minnesota for land acquisition at the landscape arboretum
