Relating to gambling; authorizing the state lottery to offer games involving sports wagering and sports wagering pools; creating a Minnesota active recreation fund for the deposit of proceeds from the games, restricting use to sports programs for children, amateur sports facilities and hiking and bicycling trails; authorizing sports bookmaking with a license from the state lottery director, specifying certain application and investigation requirements and providing for issuance, authorizing revocation or refusal to renew under certain conditions,and a bond requirement; imposing a licensed sports bookmaking excise tax on gross revenues of licensees for deposit in the active recreation fund; requiring a director report to the legislature by a certain date on present status and future prospects of legal and illegal sports bookmaking in the state
