Appropriating money to the commissioner of administration and authorizing the issuance of state bonds to redevelop the Willmar regional treatment center campus consistent with the master plan for health care, mental health, chemical dependency, housing and other public purposes including repair and renovation of campus support buildings and infrastructure and the demolition of certain buildings, a grant to Kandiyohi county to design, renovate, construct, repair, furnish and equip certain existing buildings and predesign of new facilities to house a veterans nursing home to be located on the Willmar campus; requiring funded projects to be consistent with the recommendations in the final Willmar regional treatment center master plan and reuse study, exception; authorizing and providing for conveyance of surplus state land on the regional treatment center campus for public purposes consistent with the plan and study, authorizing the commissioner to require the county to reimburse the state for all or part of campus redevelopment funded and completed by the state and regulating resale of the property; authorizing the conversion of the methamphetamine treatment program at the treatment center to an enterprise activity after a certain date; appropriating money to the commissioner of human services to develop and begin operation of methamphetamine treatment programs
