Relating to elections; clarifying the definitions of campaign expenditure and independent expenditure and certain political committee or fund registration form content requirements under campaign finance and public disclosure requirements; prohibiting political committees, political funds, principal campaign committees or party units making independent campaign expenditures from terminating before the end of the election cycle; providing for the formation of a nonpartisan nonprofit council to create a voluntary code to discourage unfair negative attacks while encouraging debate on issues and candidates; requiring the campaign finance and public disclosure board to convene a task force to establish a clean campaign council, specifying task force membership representation options; authorizing the council to establish a clean campaign advertising code, specifying certain content options and providing for enforcement; authorizing the council to create a clean campaign pledge and specifying certain agreement requirements of candidates signing the pledge; clarifying the requirement to include committee names given in campaign material disclaimers by committees registered with the board
