Relating to the civil commitment; requiring the attorney general at the request of the governor to prosecute persons charged with an indictable offense and transferring the responsibility for the commitment of sexual psychopathic personalities and sexually dangerous persons from county attorneys to the attorney general; requiring the commissioner of corrections to release to the attorney general information and records necessary for determinations to file petitions for commitment and to meet with the attorney general for final decision making purposes, authorizing delegation of the meeting responsibility; requiring information relating to decisions not to file a petition to be forwarded by the commissioner to the county attorney of the county of conviction for a subsequent petition filing decision; prescribing a procedure to follow upon receipt by the commissioner of additional information after the making of a determination; providing for access to certain data by the attorney general and county attorneys for decision making purposes; requiring commitment of the offenders to a secure treatment facility depending on need
