Relating to capital improvements

ARTICLE 1 - APPROPRIATIONS AND RELATED LANGUAGE

Authorizing spending to acquire and improve public land and buildings and other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain departments and agencies; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement, for renovation of the life science building on the Duluth campus, of Kolthoff hall, of the education sciences building and of the academic health center on the Minneapolis campus and for construction of an addition to the heating plant on the Morris campus, to the board of trustees of the Minnesota state colleges and universities for HEAPR and for certain improvements at Winona, Moorhead and St. Cloud state universities, at Century community and technical college and at the St. Cloud and South Central technical colleges, for systemwide science lab and certain classroom renovations and for obsolete building demolitions, to the commissioner of administration for campus asset preservation, for Beta building demolition and for Alpha building renovation at the Perpich center for arts education, to the commissioner of education for grants to independent school district #709, Duluth for construction of an addition to the Grant magnet school, to independent school district #38, Red Lake for construction of a middle school facility, to east metro integration district #6067 for the acquisition of land for the Crosswinds arts and science middle school, to the commissioner of administration for asset preservation at the state academies for the deaf and blind, to the commissioner of natural resources (DNR) for flood hazard mitigation grants, for renovation or removal of publicly owned dams, for certain reinvest in Minnesota wildlife management projects, for fisheries acquisition and improvement, for water access and fishing piers, for stream protection and restoration, for reforestation activities, for metro greenways and natural areas, for native prairie bank easements and development, for scientific and natural areas acquisition and development, for state trail development, for state forest land acquisition, for forest road and bridge projects, for state and regional parks and state recreation areas acquisition and betterment, for Lake Superior safe harbor improvements, for statewide asset preservation and for field offices renovation and improvement, to the pollution control agency (PCA) for the closed landfill program, to the office of environmental assistance (OEA) for solid waste capital assistance grants, to the board of water and soil resources (BOWSR) for RIM and CREP conservation easements and for wetland replacement due to public road projects, to the commissioner of agriculture for rural finance authority loan participation, to the university of Minnesota for certain agricultural water management research projects, to the Minnesota zoological garden for asset preservation and for certain zoo facility improvements, to the commissioner of administration for exterior repair of the transportation building, for the capital asset preservation and replacement (CAPRA) account, for agency relocation, for demolition of the Ford building, for certain parking lot improvements and for capital area architectural and planning board (CAAPB) capitol building repair and restoration, to the adjutant general for asset preservation and for facility life safety improvements, to the commissioner of transportation (DOT) for local bridge replacement and rehabilitation, for the Mankato headquarters building, for local road improvements, for certain small capital projects and for the Northstar commuter rail, to the metropolitan council for the Cedar avenue bus rapid transit (BRT) and for metropolitan regional parks capital improvements, to the commissioner of administration for certain human services treatment facility, veterans home and correctional facility improvements and for completion of the world war II veterans memorial on the capitol mall, to the commissioner of employment and economic development for certain public facilities authority state match requirements and for transfer to the Minnesota development account, to the public facilities authority for the wastewater infrastructure funding (WIF) program, to the board of regents for the university of Mayo clinic biotechnology research facility, to the housing finance agency for rental housing loans and grants, to the Minnesota historical society for historic sites asset preservation and for Fort Snelling preservation projects, to the commissioner of DEED for grants to the city of Buffalo Lake for the construction of a maintenance garage and for street repairs, to Hennepin county for construction of the Colin Powell youth leadership center, to the public facilities authority for construction of rural water facilities within the Lewis and Clark rural water system, to the city of Roseau for infrastructure repair and improvements and to the city of St. Paul for Phalen corridor improvements and for Holman Field dike construction; authorizing the sale of state bonds and providing for nonstate commitments to capital projects; specifying certain MnSCU board debt service payment requirements; modifying the definition of maximum current cash flow requirement for certificates of indebtedness purposes; renaming the greater Minnesota redevelopment accounts the Minnesota development accounts for statewide application purposes, expanding the definition of development authority; eliminating the requirement for the Minnesota zoo to pay debt service costs on bonds sold or the marine education center; authorizing the HFA to enter into an agreement with the higher education services office (HESO) to issue qualified student loan bonds

ARTICLE 2 - ADJUSTMENT OF GENERAL OBLIGATION BOND AUTHORIZATIONS

Adjusting and validating the amounts of certain prior state general obligation bond authorizations for changes in authorization, executive vetoes, administrative action reflecting cancellation and abandonment of specific projects and other action pursuant to law
