Providing for a principled pay practices system to attract and retain high quality teachers; modifying certain educational improvement plan content requirements for consistency with the system and requiring substantial teacher participation in plan development; providing for principled pay practices aid, specifying certain school district qualification and collective bargaining agreement requirements and providing for optional application approval by and appropriating money to the commissioner of education for the aid; authorizing districts and exclusive representatives of teachers to jointly reopen closed collective bargaining agreements to enter into a principled pay practices system; repealing the alternative teacher compensation system and aid

Providing for commissioner of education grants to public school sites to increase student achievement; specifying certain site and grant eligibility requirements, requiring approved site decision making agreements and achievement contracts and specifying certain site team plan and bargaining agreement requirements; specifying certain application requirements and providing for award of the grants, imposing certain minimum and maximum limits; requiring commissioner annual reports to the legislature on program progress, specifying certain report content requirements
