Providing for planning, development, construction, operation and maintenance of commuter rail lines in the metropolitan area; specifying certain responsibilities of the metropolitan council, authorizing the council to enter into memoranda of understanding or joint powers or other agreements with public or private entities to carry out activities relating to proposed commuter rail lines; incorporating the system plan into the state plan; requiring coordination with other transit providers to ensure access and integration of the system with bus and light rail transit (LRT) service and to avoid service duplication; specifying certain commuter rail plan requirements, requiring public hearings and local participation, authorizing modifications; providing for metropolitan planning organization review; requiring the council to establish a commuter rail corridor coordinating committee for each proposed commuter rail line to advise the council on certain issues, specifying certain committee membership requirements; funding and transitional provisions
