"Minnesota Public Protection Act of 2005"; authorizing and providing for the issuance of concealed carry permits for pistols, defining concealed carry; imposing penalties for concealed carry without a permit, excepting licensed peace officers or authorized military personnel; granting peace officers certain authority to disarm with or without cause; invalidating non-Minnesota permits; specifying certain permit application and eligibility requirements and certain permit requirement exemptions, excluding persons diagnosed with certain psychiatric disorders or convicted of certain crimes from eligibility, specifying certain personal liability insurance coverage requirements and prohibiting false representations; requiring and providing for issuance of the permits by local chief law enforcement officers on official standardized permit cards, specifying certain permit card content requirements; imposing a time limit for granting or denying the permits, failure to act to result in denial; authorizing an application processing fee, limit; granting chief law enforcement officers certain investigatory authority, requiring background and authorizing certain records checks; specifying certain chief law enforcement officer records retention requirements; exempting permit issuers from liability for damages by individual permit holders; requiring permit holder notice to chief law enforcement officers of name or address changes, time limit, imposing a penalty for violation, authorizing imposition of an administrative fee for new permit cards, requiring law enforcement officer name or address change reports to the commissioner of public safety; requiring the commissioner to maintain an automated database of persons authorized to carry pistols, specifying certain availability requirements and regulating disclosure of information in the database; regulating permit denials, authorizing appeal to the pistol permit review board, specifying certain petition requirements; establishing the pistol permit review board, specifying certain membership requirements; requiring the board to prepare a standardized pistol training curriculum by a certain date to be conducted by certified firearms instructors, specifying certain curriculum content and instructor certification requirements; specifying permit validity, providing for renewal; requiring or providing for automatic permit revocation under certain conditions; providing enhanced sentences for permit holder use of pistols to facilitate the commission of a felony; prohibiting the carrying of pistols under the influence of alcohol or a controlled substance, providing for mandatory chemical testing upon probable cause; creating a presumption in favor of administrative forfeiture upon permit holder arrest for certain offenses, providing for judicial review; prohibiting the possession of concealed weapons on school or youth organization property and in alcoholic beverage establishments, places of worship, arenas or sports facilities and parks, penalties, exceptions; authorizing private property owners or local government units to ban weapons from the premises including parking lots and garages, ignorance of the ban not to be a defense; requiring annual statistical reports by the commissioner to the legislature, specifying certain report content requirements; grandfather clause; repealing certain existing provisions regulating the issuance of pistol permits under the gun control act
