Requiring the commissioner of health to establish a grant program to prevent methamphetamine use and other high risk behaviors leading or contributing to methamphetamine use; requiring the commissioner to distribute grants based on need and the ability to support efforts of community health boards and counties with clandestine lab remediation ordinances for programs with a community based approach to methamphetamine use prevention, match requirement; specifying certain grant recipients assistance duties of the commissioner and appropriating money to the commissioner for the grants and for a methamphetamine use prevention education and awareness campaign
