Relating to economic development; providing for state involvement in international trade policies; specifying the role of the legislature in trade policy, requiring and providing for approval of state consent to trade agreements, providing for the appointment and specifying the purposes of legislative points of contact, requiring public hearings and specifying certain notice requirements of the attorney general; requiring establishment of an office of trade enforcement to monitor trade negotiations, to analyze pending trade agreements and to provide certain technical and research assistance, requiring and providing for annual trade impact reports to the governor, the legislature, the citizens commission and the public; requiring the governor to appoint a citizens commission of globalization to assess the legal and economic impacts of trade agreements, to provide input on annual trade impact reports, to hold public hearings on the impacts of trade on the state and communities and to make policy recommendations to the governor, the legislature, state congressional delegation and federal trade negotiators, specifying certain commission membership representation requirements
