Relating to education; requiring the commissioner of education to award planning grants to develop projects promoting the school readiness of children by coordinating and improving access to community and neighborhood based services helping to stabilize at risk families and supporting and assisting parents in meeting the health and developmental needs of children at an early age, specifying certain program component requirements; authorizing grant applications by nonprofit organizations, specifying certain application content requirements; providing for distribution of the grants, requiring the commissioner to award the grants to applicants with experience or demonstrated ability in providing comprehensive multidisciplinary community based programs, match requirement; requiring grantee establishment of program advisory boards to advise the grantees on program design, specifying certain board membership representation requirements; appropriating money to the commissioner for the grants
