Relating to corrections; authorizing the commissioner of corrections to house inmates in private prisons; requiring the commissioner to develop a pilot project to provide correctional facilities, services and supervision for a certain number of offenders committed to the custody of the commissioner for a certain shorter time period, requiring project performance evaluation by the commissioner of administration, specifying certain evaluation requirements and requiring reports to the legislature by certain dates; requiring the commissioner of administration in consultation with the commissioner of corrections to issue a request for proposals to host the pilot project, authoring the department of corrections to submit a proposal; specifying certain minimum requirements of vendors to qualify for consideration; requiring and providing for the establishment of selection criteria and preferences by the commissioner of administration in consultation with the commissioners of corrections and human services and the executive director of the sentencing guidelines commission and specifying certain factors to be considered in issuing the request
