ARTICLE 1 - OFFICE OF ENTERPRISE TECHNOLOGY
Creating the office of enterprise technology to replace the office of technology in providing oversight, leadership and direction for information and telecommunications technology policy; expanding and clarifying certain duties of the office; requiring the office to be headed by a state chief information officer to be appointed by the governor; providing for office management, structure and accountability; transferring certain duties of the commissioner of administration to the chief information officer, requiring administrative support of the commissioner; modifying certain state information and telecommunication systems administration requirements and certain requirements for state agency implementation of electronic government services; creating the enterprise technology revolving fund for use by the chief information officer to operate information and telecommunications services, specifying certain reimbursement requirements
ARTICLE 2 - TRANSFER OF DUTIES AND CONFORMING CHANGES
Making conforming amendments to certain statutory provisions governing certain powers and duties of the commissioner of administration, revolving funds and criminal and juvenile justice information policy group and task force and statewide radio board membership; transferring the responsibilities of the commissioner of administration for state telecommunications systems and information infrastructure and electronic conduct of state business to the office of enterprise technology; specifying certain term substitution and recodification instructions to the revisor of statutes; repealing the intertechnologies revolving fund and certain review and approval requirements of the commissioner
