2E Relating to Hennepin county

ARTICLE 1 - HENNEPIN HEALTHCARE SYSTEM

Creating a corporation operating as a subsidiary of the county to be known as Hennepin healthcare system, inc. to organize and deliver health care and related services to the general public and to conduct related education and research programs; providing for governance of the corporation by the Hennepin county board and a board of directors; granting certain authority and powers to the board of directors, limits, reserving certain powers for the county board; providing for governance of the Hennepin county medical center by the corporation, corporation to be considered a continuation of HCMC relating to the rights, liabilities and contractual obligations; authorizing the completion of pending matters; providing for the transfer of documents and funds to the corporation and for the lease and transfer of assets; specifying the status of current employees, providing for a health care human resources system, transferring current employees to the corporation while retaining employment and accrued benefits and recognizing existing bargaining units; providing for employee membership in the general employees retirement plan of the public employees retirement association (PERA), paramedics and emergency medical technicians (EMT) to be members of the public employees police and fire plan and protection officers to be members of the local government correctional service retirement plan; granting the corporation certain bonding and purchasing authority and exempting the corporation from the government data practices act, the open meeting law and taxation, requiring public availability of certain information and one public meeting per year; requiring the corporation to prepare and submit to the county board for review and approval a health services plan, specifying certain plan content requirements; providing for tort liability of the corporation and considering the corporation as a claimant agency under the revenue recapture act; requiring the county attorney to serve as legal counsel for the corporation; authorizing the corporation to participate in self insurance programs; providing for intergovernmental transfers and indigent care

ARTICLE 2 - LABOR RELATIONS; RELATED ISSUES

Designating employees of Hennepin healthcare system, inc. as essential employees and including Hennepin healthcare system, inc. in the definition of public employer for public employment labor relations (PELRA) purposes; assigning certain bargaining units to the employees; transitional provisions; repealing certain provisions governing the establishment of the Hennepin county medical center (HCMC)

ARTICLE 3 - CONFORMING RETIREMENT CHANGES

Providing for optional public employees retirement association (PERA) membership for Hennepin healthcare system employees, authorizing the corporate board to establish alternative retirement plans; including healthcare system paramedics and emergency medical technicians (EMT) under the public employees police and fire plan and protection officers under the local government correctional service retirement plan
