Modifying certain provisions relating to the legislative coordinating commission and subordinate agencies; authorizing the chair of the commission to designate another member of the commission to serve as chair; authorizing the LCC to accept gifts and grants; requiring reimbursement for expenses incurred by members and staff of the legislative commission on pensions and retirement (LCPR) according to rules adopted by the commission instead of under rules governing state employees; changing the year of the biennium for creation of the compensation council and modifying certain membership and reporting requirements; modifying the LCC approval requirement for commissioner of commerce assessment of public utilities for expenses of the legislative electric energy task force; repealing the authority of the LCC to establish an office of legislative research and the legislative advisory commission on Minnesota-Ontario matters
