Requiring and providing for the commissioner of human services to establish and administer a prescription drug bulk purchasing program to consolidate purchasing and reduce prices for the state, local government units, private sector employers, other participating entities and Minnesota residents; requiring the commissioner to negotiate prices and purchase prescription drugs on behalf of certain state entities, authorizing negotiation and purchase for other governmental units or entities or private employers choosing to participate in the program and requiring availability of purchased drugs to state residents choosing to participate; requiring the commissioner to consult with the commissioner of administration in developing the program for cooperation purposes; requiring price negotiation, excepting prescription drugs negotiated as part of a regional drug purchasing consortium; requiring the commissioner of human services to work with other interested states and authorizing agreements to expand the bulk purchasing program into a regional consortium; providing for distribution of the drugs and for the payment of certain fees to the commissioner; prohibiting the inclusion of medical assistance (MA), MinnesotaCare, general assistance medical care (GAMC) or programs operated by the commissioner of corrections in the program, authorizing inclusion in recommendations upon determination of significant savings to the programs; requiring commissioner determination of significant cost savings before program implementation, requiring notice to the legislature of a decision not to implement; requiring the commissioner to submit to the legislature by a certain date an implementation plan and draft legislation needed for implementation of the program by a certain date
