3E Protecting existing shooting ranges; requiring the commissioner of natural resources (DNR) to develop and adopt shooting range performance standards, requiring compliance with applicable noise and safety standards; requiring commissioner periodic review of the standards for revision necessity determination purposes, specifying certain amendment notice and public hearing requirements; providing for interim standards; specifying certain authorized activities of shooting ranges operating in compliance with the performance standards; providing for nonconforming use; requiring compliance with other fire safety, handicapped accessibility, elevator and bleacher safety laws and building code standards; designating a mitigation area, restricting changes in use, development or construction of structures in the area causing preexisting outdoor shooting ranges to become out of compliance with the standards; specifying certain noise standards; exempting shooting ranges in compliance with performance standards from nuisance actions; regulating shooting range closures; providing for the applicability of certain other laws
