Requiring the commissioner of natural resources (DNR) to establish an experimental farmland deer management zone consisting of certain antlerless permit areas in parts of Lac qui Parle, Swift, Big Stone, Chippewa and Yellow Medicine counties; restricting the taking of antlered deer in the zone, imposing a penalty for violation; requiring commissioner annual reports to the legislature on the zone, specifying certain report content requirements; requiring the commissioner to establish a certain early season limited day special firearms deer season for youthful residents between certain ages to take antlerless deer in intensive harvest permit areas
