A bill for an act
relating to utilities; requiring Public Utilities
Commission and Department of Commerce to establish
e-filing system and authorizing onetime assessment;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The Public Utilities
Commission and Department of Commerce shall establish,
administer, and maintain an electronic regulatory filing
(e-filing) system to allow commission-related applications or
requests for hearing, comments, bids, or proposals, or other
various applications and requests; technical diagrams or
specifications; required notices, filings, reports, and hearing
documents and papers; rules and orders; and any other
administrative and regulatory documents and information, whether
required by law or desired for convenient access for and
availability to the public, to be filed with or retrieved from
the commission or department via the Internet.

new text begin However, this subdivision is subject to Minnesota Statutes,
chapter 13 and other laws limiting or prohibiting the
dissemination of certain information.

new text begin Assessment; e-filing account;
appropriation.

new text begin The Public Utilities Commission shall make a
onetime assessment of public utilities, municipal utilities,
electric cooperative associations, and telecommunications
carriers proportionately, based on gross operating revenues
substantially like assessments made under Minnesota Statutes,
section 216B.62, to recover the costs for establishing the
e-filing system established under subdivision 1. Money in the
account is appropriated to the commissioner of commerce for the
purposes of subdivision 1.
