1E Establishing the board of mechanical systems, specifying certain membership requirements, members to be appointed by the governor; transferring certain duties of and appropriations to the commissioner of administration relating to mechanical code issues under the state building code to the board, prohibiting appeal of board decisions to the commissioner; replacing references in the state building code to the international mechanical code with references to the 1991 uniform mechanical code with Minnesota amendments, requiring the commissioner to amend certain rules by a certain date incorporating the references; repealing certain rules relating to the Minnesota mechanical code
