ARTICLE 2 - EARLY CHILDHOOD EDUCATION

Appropriating money to the commissioner of education for school readiness programs revenue, for early childhood family education (ECFE) and health and developmental screening aids, for head start programs, for community education and adults with disabilities programs aids, for hearing impaired adults programs, for extended day and adult basic education aids, for a certain percentage of GED test costs and for lead hazard reduction and to the commissioner of human services for the basic sliding fee child care program

ARTICLE 3 - K-12 EDUCATION

Adjusting certain prior appropriations to the commissioner of education for general education, referendum tax base replacement and abatement aids, for consolidating districts, for nonpublic pupil education and transportation aids, for charter school building lease, integration and magnet school start up aids, for interdistrict desegregation or integration transportation grants, for American Indian success for the future grants and tribal contract schools aid, for special education, children with disabilities, teacher travel for home based services and special education excess cost aids, for special education litigation costs, for court placed special education revenue, for special education out of state tuition, for health and safety, debt service equalization, alternative facilities bonding, school lunch and traditional school breakfast aids, for regional library basic system support grants, for regional library telecommunications aid, for multicounty multitype library systems, for school readiness programs, early childhood family education (ECFE) and health and developmental screening aids and for community education, adults with disabilities programs, extended day care and adult basic education aids

ARTICLE 5 - HIGHER EDUCATION

Appropriating money to the higher education services office for state and child care grants, for interstate tuition reciprocity, for state work study, for Minitex and MnLINK, for the learning network, for the college savings plan and for agency administration, to the board of trustees of the Minnesota state colleges and universities, to the board of regents of the university of Minnesota for operations and maintenance, for primary care education initiatives, for the agricultural experiment station and Minnesota extension service, for health sciences, for the institute of technology, for system specials and for the academic health center and to the Mayo medical foundation for the medical school and for certain family practice and graduate residency programs; authorizing certain fund transfers; specifying certain HESO financial aid expenditures evaluation and reporting requirements and certain accountability requirements of the MnSCU board and of the board of regents

ARTICLE 6 - ENVIRONMENT, NATURAL RESOURCES AND AGRICULTURE

Appropriating money to the commissioner of the pollution control agency (PCA) for the clean water partnership and county feedlot programs, for water quality protection assistance and education, for individual sewage treatment system (ISTS) administration and grants, for the small business environmental improvement loan and leaking underground storage tank programs, for air quality and water supply monitoring, for certain environmental response, compensation and compliance (superfund) activities, for multimedia operations and for administrative support, to the office of environmental assistance (OEA) for county SCORE block grants, for metropolitan landfill abatement and for environmental assistance grants or loans, to the zoological board, to the commissioner of natural resources (DNR) for land, mineral and water resources, forest, parks and recreation, trails and waterways and fish and wildlife management, for ecological services, for enforcement activities and for operations support, to the Minnesota conservation corps, to the board of water and soil resources (BOWSR) for local government units natural resources block and soil and water conservation and watershed district grants and for a grant to the Red River basin commission to develop a basin plan, to the science museum, to the metropolitan council for regional parks and trails maintenance and operations, to the commissioner of agriculture for the voluntary cleanup program, for agricultural marketing and development, for value added agricultural products, for dairy development, for the northern crops institute, for a grant to the Minnesota livestock breeders association, for family farm security interest payment adjustments and for aid to county and district agricultural societies, to the board of animal health and to the agricultural utilization research institute; providing for the disposition of mineral land lease payments, creating the minerals management account in the natural resources fund and regulating use

ARTICLE 7 - ECONOMIC DEVELOPMENT

Appropriating money to the commissioner of employment and economic development (DEED) for certain Minnesota investment fund grants, for job skills partnership programs, for training for hard to train individuals, for opportunities industrialization center, displaced homemaker and certain youth intervention and employment programs and for employment services for persons with disabilities, to explore Minnesota tourism for certain marketing services and grants, to the housing finance agency (HFA) for the affordable rental investment fund, for the family homeless prevention and assistance and economic development and housing challenge programs, for the rental assistance program for persons with mental illness, for the home ownership education, counseling and training, urban and tribal Indian housing and housing rehabilitation and accessibility programs, for the housing trust fund, for capacity building grants and for the home ownership assistance fund, to the commissioner of commerce for financial examinations, for the petroleum tank release cleanup board, for administrative services, for market assurance, for energy and telecommunications and for weights and measures, to the accountancy, architecture, engineering, land surveying, landscape architecture, geoscience and interior design and barber and cosmetologists examiners boards, to the public utilities commission (PUC), to the commissioner of labor and industry for workers compensation, for workplace services and for general support, to the bureau of mediation services for labor management cooperation grants, to the workers compensation court of appeals, to the Minnesota historical society for education and outreach, for preservation and access, for the Minnesota international center, for the air national guard and military museums and for farmamerica and to the arts board; modifying certain requirements for the sale of abandoned property

ARTICLE 8 - TRANSPORTATION AND OTHER AGENCIES

Appropriating money to the commissioner of transportation (DOT) for multimodal systems including airport development and assistance, aviation support and services, transit, freight and infrastructure, for state and local road construction, for highway debt service, for county and municipal state aids and for general support and services, to the metropolitan council for bus transit and the Hiawatha light rail transit (LRT) line and to the commissioner of public safety for administration and related services, for public safety officer survivor benefits, for soft body armor and trunk highway fund reimbursements, for technical support services, for the state patrol including commercial vehicle enforcement and capital security, for driver and vehicle services and for traffic and pipeline safety; providing for certain general contingent accounts and for the payment of tort claims; authorizing certain fund transfers; modifying certain vehicle registration tax and fee payment provisions and certain deposit requirements of the commissioner of public safety; increasing fees for motor vehicle transfers and driver and vehicle services including drivers licenses and imposing certain repeat examination fees; modifying or clarifying certain special license plate and motor vehicle dealer license provisions; providing for expedited driver and vehicle services and for record copies, fees; creating the driver and vehicle services operating accounts in the special revenue fund for the deposit of certain fees and providing annual appropriations from the accounts to the commissioner for driver and vehicle services administration purposes; making certain technical and clarifying amendments

ARTICLE 9 - PUBLIC SAFETY APPROPRIATIONS

Appropriating money to the courts, to the uniform laws commission, to the judicial standards and public defense boards, to the commissioner of public safety for emergency management, for criminal apprehension, for the state fire marshal, for alcohol and gambling enforcement, for office of justice programs and for 911 emergency services, to the peace officers standards and training (POST) and private detective and protective agent services boards, to the commissioner of human rights, to the commissioner of corrections for correctional institutions, for community services and for operations support, to the sentencing guidelines commission and to the attorney general

ARTICLE 10 - STATE GOVERNMENT

Appropriating money to the legislature, to the constitutional officers, to the campaign finance and public disclosure, investment, capital area architectural and planning (CAAPB), gambling and state lottery boards, to the office of administrative hearings, to the commissioner of administration for technology, state facilities, state and community, administrative management and public broadcasting services, to the commissioner of finance for state financial management and information and management services, to the commissioner of employee relations (DOER), to the commissioner of revenue for tax system and debt collection management, to the commissioner of military affairs for training facilities maintenance, for general support and for enlistment incentives, to the adjutant general (veterans affairs), to the veterans of foreign wars, to the military order of the purple heart, to the disabled American veterans, to the racing and amateur sports commissions, to the black Minnesotans, Chicano-Latino affairs, Asian-Pacific Minnesotans and Indian affairs councils, for general contingent accounts, for tort claims and to the Minnesota state retirement system (MSRS), the Minneapolis employees retirement fund (MERF) and the Minneapolis and St. Paul teachers retirement fund associations (TRA); providing for a reduction in general fund appropriations to certain state agencies for appropriation base reduction purposes

ARTICLE 11 - HEALTH AND HUMAN SERVICES APPROPRIATIONS

Appropriating money to the commissioner of human services for agency management, for revenue and pass through expenditures, for economic support grants, for children and economic assistance grants, for health and continuing care grants and management and for state operated services, to the commissioner of health for community and family health promotion, for policy quality and compliance, for health protection, for minority and multicultural health and for administrative support services, to the veterans nursing homes, health related licensing and emergency medical services (EMS) boards, to the council on disability and to the ombudsmen for mental health and mental retardation and for families; authorizing and providing for certain fund transfers by the commissioner of human services and providing for systems continuity; regulating TANF (temporary assistance for needy families) block grant expenditures; prohibiting the commissioners of health and human services from using indirect cost allocations to pay for program operational costs; sunsetting uncodified language

ARTICLE 12 - HUMAN SERVICES FORECAST

Adjusting certain appropriations to the commissioner of human services for revenue and pass through expenditures, for basic health and continuing care and economic support grants and child care

ARTICLE 13 - HUMAN SERVICES POLICY

Eliminating the requirement for the board on aging to work with the commissioner of human services and county social service agencies to coordinate the enrollment of individuals referred to the prescription drug assistance program from the prescription drug program; clarifying the period of medical assistance (MA) ineligibility for certain uncompensated transfers; requiring and providing for the commissioner to establish a medical policy committee for advice on medical issues relating to the administration of state health care programs; eliminating medical assistance coverage of drugs coverable under medicare part D after a certain date; modifying the method for commissioner estimation of the actual acquisition costs of drugs and the basis for determining the amount of payment under medical assistance for drugs administered in outpatient settings, authorizing the commissioner to negotiate lower reimbursement rates for specialty pharmacy products; authorizing the commissioner to automatically require prior authorization for drugs approved by the federal food and drug administration (FDA), providing for certain formulary committee recommendations; eliminating the requirement for the commissioner of finance to include a certain amount of money per year to fund projects of regional significance under the community service act; repealing the senior citizens prescription drug program
