SF 1862 Senate Long Description

Authorizing and providing for the commissioner of public safety to issue a license for the ownership and operation of a casino in or near the city of International Falls, specifying certain application and license qualification requirements; requiring the commissioner to conduct a comprehensive background and financial investigation of the applicant; specifying certain hearing requirements and the term of the license; providing for changes in ownership or management; authorizing license suspension or revocation under certain conditions; requiring and providing for commissioner issuance of certain occupational licenses for casino employees, providing for application, investigation and license issuance and renewal or revocation and suspension; imposing certain license fees and providing for payment; prescribing game procedures; requiring the casino licensee to file with the commissioner a comprehensive plan for security and surveillance at the casino; authorizing the commissioner to by order exclude certain persons from the licensed casino, providing for hearing and appeal and a reasonable time to cure the violation or condition, imposing a penalty for violation of the order; authorizing and providing for exclusion of persons from the premises by the casino under certain conditions; providing for the detention and arrest of criminal suspects, casino licensee or peace officer liability immunity provision; prohibiting minors from entering the premises; specifying certain audit requirements; imposing a tax on gaming conducted at the casino, providing for payment and for the crediting of tax revenues, requiring the crediting of a certain amount to the compulsive gambling account for appropriation to the commissioner of human services for compulsive gambling treatment and requiring the portion credited to the general fund to be used to increase the base level funding of the division of alcohol and gambling enforcement in the department of public safety to provide for additional inspectors and other costs relating to regulating the casino; requiring the casino licensee to post the compulsive gambling hotline number in prominent locations; prohibiting local regulation; authorizing the commissioner to issue an on-sale intoxicating liquor license to the casino licensee; prohibiting the recovery of lost money through civil action and excluding gaming at the casino from gambling crimes
