1E Relating to human services
ARTICLE 1 - MENTAL HEALTH SERVICES
Extending coverage of certain mental health services; extending the exception from alcohol and drug counselors licensing requirements for individuals providing integrated dual diagnosis treatment in adult mental health rehabilitative programs certified by the department of human services; authorizing the commissioner of human services to authorize additional days of inpatient treatment under the continuing care program for persons with mental illness upon individual review of medical necessity; specifying certain alternative provider standards for county adult mental health crisis response services; expanding eligibility under medical assistance (MA) for targeted case management services for vulnerable adults and persons with developmental disabilities to certain adults lacking a permanent residence; repealing certain obsolete reporting requirements of counties relating to civil commitment costs and of the commissioner relating to the mental health system
ARTICLE 2 - CHILDREN'S MENTAL HEALTH
Modifying certain petition and review requirements for foster care placement of children with a developmental disability or emotional disturbance; authorizing juvenile court consideration or reports or recommendations of health or mental health care providers before disposition; expanding court findings requirements for children adjudicated in need of protection or services due to the need for special services or care to treat a mental disability or emotional disturbance; requiring notice by registered mail to parents of review requirements for continuing voluntary foster care placement
ARTICLE 3 - CIVIL COMMITMENT
Expanding the definitions of examiner and health officer under the civil commitment act to advanced practice registered nurses (APRN) and clarifying the written statement requirement for emergency care and treatment of persons admitted to treatment facilities
