Modifying certain early childhood education provisions; expanding developmental screening requirements, requiring the assignment of student identification numbers and specifying certain essential data reporting requirements; modifying developmental screening aid; expanding eligibility for and modifying the purpose and the required contents of school readiness programs; requiring the submission of biennial program plans to the commissioner for aid approval purposes, requiring programs receiving school readiness funds to submit annual reports to the department; modifying school district contracting authority and program supervision requirements; requiring the adoption of sliding fee schedules; requiring department assistance with the programs; modifying the aid provision; appropriating money to the department for school readiness programs, for ECFE and health and developmental screening aids and for head start programs; repealing certain school readiness program eligibility, goals, services priority, recordkeeping and aid provisions and the requirement for program advisory councils
