Modifying certain appraisal requirements for the acquisition of property under eminent domain for transportation purposes; requiring copies of appraisals to fee owners or contract purchasers within a certain number of days upon request and owners or purchasers to provide the commissioner of transportation (DOT) with appraisals of the property reimbursed with public funds; modifying the time limits for reimbursement of appraisal costs, authorizing direct payment by the acquiring authority to the appraiser; restricting the use of appraisals in hearings; requiring the commissioner to prepare in consultation with the attorney general and appraisers associations a publication describing the eminent domain process for transportation projects, specifying certain availability requirements
